The cities of Tanis and Memphis are in danger, which one will get the cut?
The cut is a synonym for dissolving a city. Normally we wouldn't even be talking about the cut, but the Governors of Memphis and Tanis aren't stepping up to work on their cities. This is a problem because Egypt won't be living up to its glory and the governors should be extremely active in the Egypt game. Also, they are using your tax money to construct the city, but no construction has taken place.
The cut will be given, but to whom? The city with the least progress will receive the cut. Dissolving an unbuilt city will not be tragic because the city is thoroughly unimpressive, there is no action taking place, and there are other people who would like to start a city of their own.

Waset is by far the most impressive city, well of course it is, the other cities aren't even built! This is because the governors of Memphis and Tanis do nothing! Waset is not even a big rival to the other cities, the fantastic city of Waset just sets the basis of what the splendor of every city should be like. Both cities have all the funds they need, about 20% of Egypt's wealth each! Still, nothing has happened!
The following is the progress on Tanis and Memphis.

It is important to remember that the last progress on the cities took place in the summer. So, nothing is happening. This is unfair and wrong. The Pharaoh has held the Governors' hand long enough and can do no more. The only action left, if progress does not happen soon, sadly, is the cut.
But then what? Will Egypt only have 2 cities? What will happen to the people in the cut city?
There is an Egyptian with the right idea, Teryn D. would like to start a new city sacred to the goddess Isis. She has already scouted the land and has found the perfect place for construction. Teryn's land has many resources and has valuable exports such as incense, and bamboo. She is experienced at running a budget and would be very happy to glorify the gods and Egypt through her sacred city.
Teryn's city would be formed after the dissolving of the cut city and there would still be 3 cities in Egypt. The funds so graciously given to the governor of the cut city would be siezed and given to Teryn's city. The governor of the failure city would be trialed for disobeying the Pharaoh's request, and insincerely using the city's funds. The people would be relocated and the Egypt game would continue.
